Vintage Lego Technic Go Cart 854 (one piece missing)

I have owned this from new. I checked the contents against Bricklink's inventory and it is complete, including hoses, apart from one piece. A blue flat 4x2 with holes as pictured. This piece is not used in the main build, only the alternative build.
